Harleen, who has her psychological scars, begins to empathize with Arthur’s views on society and gradually falls under his spell. Outside Arkham, Arthur’s previous actions have inspired a devoted following. His followers, emboldened by his defiance, started a movement to free him from the institution. The city of Gotham, already teetering on the brink of chaos, becomes a powder keg as riots and demonstrations erupt, fueled by the growing cult of the Joker.

As Harleen transforms into Harley Quinn, she helps Arthur escape from Arkham, and together they embark on a spree of anarchy and violence. Arthur, now fully embracing his identity as the Joker, begins to build his criminal empire, with Harley by his side as his devoted accomplice.

Their reign of terror plunges Gotham into further darkness, challenging the city’s fragile order and setting the stage for an inevitable confrontation with the forces of law and order.
